Nominations On Hold Missing

*Issue title:* Nominations On Hold Missing
*Description of the issue:* I was sent a couple emails about some of my oldest nominations being moved to on hold status and to review them. I’m unable to see them when filtering as instructed in the emails.

That's probably because they are not yet in Hold, even if the mail says so. Can you check again by looking up your oldest nominations? They should still be there, but not on Hold yet!
The nominations don't show up at all even without the filter. I see some before and after the ones I was emailed about but not those specific ones.
That’s a pretty good way to clear out the backlog! Put old nominations on hold, tell submitters to release the hold soon if they should still be reviewed or else they’ll be automatically rejected, then make sure you can’t release any holds - boom, backlog cleared!
Do you remember submitting these nominations in the first place? There have been cases where the mails were sent to the wrong mail addresses.
But if you submitted the nominations and they do not show up at all in the contributions, then there's definitely something fishy going on
I hope Niantic found a way to automatically move these older nominations into Hold and generate the emails...they don't do this manually for every single submitter and every single nomination...right? 👀
