Gym in Pokemon Go not following Nomination photo likes rule
Hi all. I've been nominating a lot in a local shopping mall recently, and I had even planned out which stops became gyms so we could have a good spread through the mall on raid days.
However time came for a new gym to appear and the game chose to place the gym on a random pokestop instead. I know how voting on photos works in game (I have used this successfully in other locations). The planned pokestop has 3 votes on the photo. The pokestop that actually received the gym only has 1 vote. While it is still near the mall this gym is located on the sidewalk instead of within the mall, making it a slightly more dangerous place to have a raid group playing the game (vs a pokestop where it is simple to spin and walk past).
My question is why was the nomination with less in game votes picked for the gym? And is there a way to reverse this?
Many apologies if this is not the right community, please do redirect me if this is the case.

I think the oldest pokestop becomes a gym when there are enough Pokestop in a particular cell
This has nothing to do with Wayfarer-- it's specific to one game.
Having said that, Niantic has said that they do not intend for players to be able to choose what becomes a gym, and that trying to do so is considered abuse. I refer you to NianticCasey's comment here: https://community.wayfarer.nianticlabs.com/discussion/comment/67994/#Comment_67994
from my previous areas of nominating this is not the case. there are older stops nearby which shouldve been the gym in that case
Agreed its not wayfarer, I just had no idea where else to post. Many thanks for the comment from Casey. I had always assumed that the votes on the pokestop photo are what determined the gym.
I can say that my experience just now has confirmed that the oldest pokestop becoming the gym is not the case anymore. so theres some small good news.
Game specific questions have to be asked in the relevant place.
