Is there a point at which repeated submissions cross over into abuse?

Over the last couple of years I've come across quite a few cases where someone submits the exact same non-qualifying thing over and over, like a mobile home park sign or a directional arrow sign for a commercial trucking company. Is there a point at which spamming the same submission over and over should be reported as abuse, or do we keep rejecting it over and over until they get tired of wasting reviewers' time?

    In my experience, a serial abuser and spammer stays abusive until its been accepted. But then even when reviewers give in, it's possible to still see that same submission for months on end, just duplicating it to the already accepted nomination, over and over and over again, as if there are still 10 instances of the exact photo, title and description all just waiting In Queue, and the spammer just uses their daily accrual to just spam it again.

    Niantic has already clarified to me that repeated submissions of an "eligible object" (it was most certainly not, all it said was "no ball games or horses" as an attempt to proxy for an already existing park sign wayspot) were no issue.

    If there is such a point, I doubt Niantic would ever reveal the magic number: they are heavily invested in getting more and more submissions out there, and less invested in keeping reviewers happy and productive. If only the emphasis was reversed, and dedicated reviewers were treated like the valuable resources that they truly are.....

    If Niantic just wants stuff on their map then they should change the criteria to accept anything as long as the location is provable and correct, then use categorization tags to determine game inclusion. But they don’t do that. They present to us criterion to determine what is and is not acceptable.

    The same subject more than once at a time from a single Wayfarer should be considered abusive. But they won’t crack down on that either (despite the fact that image searching their own system should be extremely easy), so… enjoy.

    As someone who has had to submit many good submissions 5+ times before they finally get accepted, I would find limits not a good idea.

    Not until you can weed out all the bad reviewers that cause good suggestions to get repeatedly rejected and keys be honest, that's never going to happen when we have so many self righteous reviewers who think their view outweighs niantics.

    While I see your issue as a valid one, the solution is not to limit repeats because it affects legit submitters more probably.
