Where do I go to submit a PokéStop?

if you have reached level 37 you can access the process.
If you scroll down in the settings menu you should see a button labelled - new pokestop.
important things
Niantic are very poor at communication.
Although the impression you are given when you submit something is that you are submitting to be a pokestop the reality is that you are submitting something with the potential to be a pokestop. An approved nomination is a wayspot that enters the Lightship database - this holds all approved wayspots and is separate from all Niantic games.
presumably you would like your wayspot to be selected by Pokémon Go for use in the game.
Google: S2 cells and Pokémon Go - Pokémongohub has a very good explanation of how wayspots are selected for the game. It’s important to understand this so you don’t get frustrated at your nominations not appearing.
Read and understand what places and objects make good wayspots. You will need to pass a test prior to nominating so make sure you understand what is expected. Don’t base your ideas on what you see on pokestops in the game as the criteria could have changed.
There is a lot to learn, but don’t be put off. It is very satisfying when you finally get it right.
