The Endless Spam of Turramurra
Imagine this is what the serial and abusive spammer's contributions page might look and feel like:
Submitting with the exact same photo, title and description, endlessly for months without no end, with still more pending nominations that a pool of 40 slots (80 if you're on both games) can handle.
Every couple of reviews that I do is something from this excrement of a suburb or surrounds. For probably over six months or so, this exact same nomination has been going through the rounds, but it's not just the one above, it's a whole . Unfortunately, it's slipped through reviewers who are simply just tired.
But acceptance is not enough for this spammer. It's not even just submitted once the first time he's taken photos and puts the often unhelpful photosphere at the location. The subsequent nominations that are spammed by the user (or on occasion, a third or fourth account) are not withdrawn after acceptance and still go through the rounds of reviews. It's not just this one survey marker, it's a whole bunch of other survey markers and street libraries that are spammed to no end.
Below are several other examples that have also been submitted and duped numerous times (the circles indicate how many photos there are)

The nominations are either submitted via Ingress by Eye8w8w, or his Pokemon GO account, which is his name.
With still a fresh nomination of Kangaroo Street Library above I got in voting once again this afternoon as seen below, as well as the others above it prompted this post.
If anyone from Sydney, and anywhere between Newcastle and Canberra or who has for some reason chosen here as their bonus location is also an active Wayfinder and is sick to déath of reviewing the spam above, can you please chime out so I'm not the only one? Pinging fellow Sydney and surround reviewers @LadyofSwanLake-PGO, @rufoushumming-PGO.
If they were withdrawn after one of their attempts were approved, or even if the others were put on hold and then released if it were rejected, then maybe that would be ok. But his lack of hindsight and blatant spam and disregard for reviewers does not
And Niantic, don't give me that "submitting nominations multiple times is not abuse unless it meets other rejection criteria" bull. Just auto-reject all of his pending 'In Queue' or 'In Voting' nominations within Wayfarer that are already in-game! Unless you like the exact same duplicate photos submitted on everything en-masse?
The Wayfinder in question has been a huge problem for over a year now since he started faking trails, graffiting the local area, stealing photos from people and spamming non-stop (given the numerous posts about him). His behaviours need to be put in check.

This is such clear misuse of the system surely someone could be tasked to do something.
One the otherhand (and wanting to take away from the seriousness of the situation) I’m tempted to put this as bonus location so I can gain upgrades quickly, and help shift these through the system.
It has been clear for quite a long time that Niantic doesn't care about such people, otherwise they would have stopped them right on their tracks long ago.
So it seems that your options are to learn to live with such nominations or stop reviewing. If everyone that cares about rules stopped reviewing, then something could change as either the queues would grow or the database would fill up quickly with garbage and in the end everyone would realise that Lightships isn't a database of Points of Interest, just a database of evenly spaced points, specially around the houses of some people.
3rd option. Only giving this option to save your sanity. Go ahead and accept all the nominations. Maybe then they will stop.

Why do you insist on your spam? You're seeing your nominations get approved on first go, do they not? So why submit them multiple times?
This person must have mental health issues. That's the only explanation I can see for behavior like this.
This is a rough method that if you nominate a lot, one of them will be approved.
Even a bad gun hits a few shots.
In a terrible example, there are cases where multiple Wayspots are created in the same place.
We have reviewed the report and taken action on the Wayspots in question in accordance with our policies. While we are unable to discuss our actions in detail to protect the submitter’s privacy, they may include but are not limited to, sending a warning message, placing restrictions on their Wayfarer, Pokémon GO, or Ingress account, putting their account on probation, or placing a temporary or permanent suspension on their Wayfarer, Pokémon GO or Ingress account.

You're doing alright @rufoushumming-PGO, no apology needed. Even in the last reviewing cycle I had earlier last month I still saw many Turramurra nominations, particularly with a generic brick cross that spans the entire property of the fence and even more objects that are clearly in the Lightship but were still being submitted to no end.
@HaramDingo-ING is this the same person who is currently posting all the car park rules signs. ? 'cause I been getting a few of those recently from Turramurra.
Or is that another behaviour pattern.
