規約は守られているスポット申請なのに、なぜダメなのか、日本語でお知らせほしいです。
体が不自由な人ほど課金するでしょうね。

貴方のノミネートがどのようなモノなのか見ていないから確定的なことは言えませんが一般論で言います。
まず、すべてのノミネートは適格であってもタイトルや説明、写真そして位置情報が不正確だと否認されます。
そのため正しいタイトルと説明、位置情報、そして良い写真でノミネートする必要があります。
その上で貴方があげたモノを一般的に検証してみます。
まず、加須市のオリジナルのマンホールとありますが、日本のほとんどの市町村ごとにオリジナルのマンホールが存在しています。
そして、その大半はカラーペイントもされていませんし、そのマンホールの中には消火栓であったり車道に存在していたりして不適格なモノも数多く存在します。
貴方が以前投稿した写真を見たところ、消火栓です。そのためこれは不適格な対象になります。

そしてマンホールで適格なモノはものすごく少ないです。
何かとコラボレーションしたワンオフのマンホールであったり、マンホールカードに位置情報付きで紹介されているモノであれば対象になると考えられます。

次に案内図です。
これも探索に導くモノであれば適格ですが、単なる地域の住宅案内地図などは適格とは言えませんし、一部は個人名が記載されているモノもあります。
この場合、否認されることが大半です。
ただし、大きな公園の全体図などは承認されるケースが多いです。
最後に馬の石碑とありますが、URLにあげたような像などが神社や公園などにあれば適格と思われます。

しかし、これも「馬の石像」とタイトルをつけた場合、正確とは言えません。正しく説明しないと否認されるケースがあります。
そして、一時的な置物であったり、それが私有地や農場内にある場合は不適格な基準に該当するため否認されます。

ポケモンGOであればS2セル区画内にジムが2箇所あれば多い方です。
今回はヒントは教えましょう。
既にスポットになっているかもしれませんが申請すれば承認の確率は高いでしょう。
ある程度はジムが増える筈です。

・上耕地、細北、大島、諏訪、南曽根の各集会所
あとはあなたのプレゼン次第です。
くれぐれも露骨にポケモン目的だと書かないよう気をつけてください。
