Dams that are also bridges

I know most dams won't meet any of 3 eligibility criteria. But what about dams that are also used as passing bridge or footbridge like this below? Are they need to be a part of a trail, or else?
For this example, only pedestrians, bikes and motorcycles are able to pass through the dam.

I would likely accept this particular example as a good place to exercise since it has access to pedestrians and cyclists. It is also visually distinctive and encourages exploration. But I might be a little more easy going as reviewers go.
I'm not sure in your region but dams are probably more iconic and worth exploring than I think you're giving initial credit for, and certainly being a dam wouldn't disqualify this particular bridge which definitely looks like infrastructure worth exploring.
That particular location, with the roof and the big signage, I would definitely approve. In general I would not consider a dam a safe pedestrian location, as the ones I have experience with were not necessarily meant for public access and have been closed off since 9/11.
I'd accept that. But then, I'd also accept damns that could be walked on as they usually have great views, so I'd usually say that's good for exploration
