The reason for the rejection that worries me is "emergency service obstruction".
Are there police stations, fire stations, or military installations near your candidate?
Or are there no candidates inside these facilities?
If the above is not true, it will be assumed that the manuscript was rejected due to random factors, and may be approved if resubmitted.

Ah, so it's a patrol post? I don't think that meets any of Niantic's criteria. It's not a place that you would go to be social, to get exercise, or to explore.
Not everything that you see in the games today would qualify under current criteria. The criteria have changed extensively over the years and some things that used to be valid no longer are. Also, the review process is not perfect and some things will get approved that shouldn't have been.

I think it should be mentioned that the category and criteria is not the same, or is this just a translation error? I've been seeing an uptick of local reviewed noms with supporting text alluding to 'criteria = category' since that youtube vid. The category list is not a reliable guide for eligible stuff, every nomination should be decided by its own (de/)merits.
Because that's just a devil's loop here;
1. 'What is it' category is the criteria,
2. If object A was nominated and got approved then other people will assume object A as eligible and thus started nominating the same things over and over, even though object A is ineligible for not meeting any of 3 eligibility criteria.
Oof same case with 2, 1 is happening more than usual in my local.
