Single POI not appearing in a S17 after months

I verified that one single POI in a S17 cell is not spawning in all games.
When starting Lightship from Pokémon GO it seems the 'blue pin' (and not the 'red one') would certify the POI is visible in all Niantic games, anyhow it is not visible in Pokémon GO.
I tried to solve this issue adding likes or photos in Ingress, where the POI is present, but it is still not appearing in Pokémon.
I wrote an email to the Nientic support with geo-tagged pictures and screenshots in order to understand the exact reason of this uncommon bug. Please, note this happened once in all my game-lifetime, so I assume this is a rare bug.

It may be the Waypoint has "failed" some of the Niantic internal criteria thay apply to "Accepted" waypoints before they can go live. And no, we don't know what those are - the location could be "blocked" for various reasons.

Was it submitted through Pokemon Go, was it upgraded anything unusual?
Someone may have moved it in the voting process into an occupied cell.

I had the same thing happen not long ago - in the attached image, the blue-bordered cemetery across the street requested a block on all Pokemon Go spawns and in-game objects in the early weeks after release. The yellow-bordered cemetery never had such a block in place, and is run by a different group. My new Wayspot is red-circled and never appeared in Pokemon Go despite being a public trailhead on city property outside of both cemeteries. I really think this is because the original, religious-based cemetery is blocked for spawns, and the borders on that area are improperly drawn so the block extends across the street. I'd love to see this in Pokemon Go because my family has walked that trail for Community Day in the warmer months and I'd love to send them a gift from a spot with such fond memories attached!
I have had a PoI in its own area also exhibit this behavior. It appears in ingress but even though nothing is near by and the cell is empty it does not appear in PoGo. I have added photos and tried to make an edit to try and force a sync but nothing seems to work. I don't see a reason it would be geo blocked, but maybe that is the case.
@Shilfiell-ING I'm just speculating, but I wouldn't be surprised if geoblocks are based on S2 cells of some level. It would make sense given how many other things use S2 geometry.
It could be the mix of S2 cells and OSM tags.
I have seen this where gyms are at the edge but physically within a park, but the OSM tagged area followed a line inside the park boundary and when mixed with the S2 cells meant they didn’t get the ex tag.
So they may use a cemetery tag in OSM plus small S2 cells(maybe as small as level 20 as that is used for spawns and exraid tags I think) to define the edges.
Sponsored Pokéstops and Gyms do not appear on Lightship, but override any new or existing ones in that cell. Maybe your stuff I blocked by a strabucks store?

I suppose it is a copy&paste reply for average customers, but here it is:
While some nominations may be deemed eligible by the community of reviewers on Niantic Wayfarer for inclusion into Niantic’s location database, they may not necessarily be added into every Niantic game. After a nomination is approved by reviewers, there is an additional automated review that determines whether the nomination is an appropriate fit for each particular Niantic game. Each game has their own set of criteria for this step, so some nominations may be accepted into one game but not another.
The most common reason that an eligible nomination is not added to Pokémon GO is because the nomination is too close to existing PokéStops or Gyms. If an existing game location is removed or the criteria changes, the nomination may appear within Pokémon GO at a later time.
IMPORTANT
Here I attach a screen taken fron IITC to show that no other stop is in the same cell (not even a sponsored one in that archaelogical area). It doesn't spawn, that's it.
I only have to try one last way to solve this, that is to try to move the POI with the Pokémon online FORM, in order to 'refresh' it even if it is mantained in the same s17.
I wouldn’t bank on a location edit. I had one moved via the forum and it has not appeared in Pokemon Go. Currently trying a text edit to see if that will make it appear.
I added and liked a new pic via Ingress, this means in some way I already refreshed it.
Anyhow changing description is a good suggestion, the only problem is it will take almost one year here.
We have this situation for the main sign at a church. All the other wayspots at that church are in both games, but just that one is Ingress only despite being in its own cell. Really frustrating.
When did it spawn in Ingress?

When starting a new candidation in the nearbies of your bugged pokestop, what colour appears to be the hidden pokestop in the Lightship database?
I mean, is it a red pin (waypoint visible in some Nia games) or a blue circle (visible in Pokémon, they say)?
