I don’t understand.
What I don't understand is that I've tried several times to make my job which is a gas station a Pokestop. I know in the past that I've read that gas stations and businesses can't be Pokestops but recently I've see a Target and Walmart become stops and those are both businesses. And let me tell you I've been to the Walmart that became a Pokestop and that parking lot is literally a **** trap. So I'm just confused. My job the gas station has tons of people (employees included) who play Go. So I just don't understand how a Target and Walmart can become one but my station can't.

You can't worry about what other things have become pokestops. You have to make sure that whatever you are submitting meets at least one of the three crtieria: a good place to exercise, explore, or be social. A gas station does not sound like it meets any of those criteria.
Are Target & Walmart sponsored locations? That may be a route to look at?
No. Those are major, nationwide chains. Sponsorships with them would not be on a single store basis.
What's likely happened is that a pergola or break area at these stores has been approved but OP hasn't looked at the image/title to see what item was actually approved. I got 3 pergolas in a major shopping center approved, 1 was next to a Target so it has the effect of being a stop "at Target." I also got a picnic shelter approved at Walmart. It's a place for employees to eat or hang out on breaks. It took me weeks to get a photo because every time I tried, someone was sitting under it!

Pergola makes sense. I have community notice boards in a similar thing outside shops here. So even though not for just the shop, it is <shop> community noticeboard or similar. So then people would think it’s a Wayspot at/for that shop.
They don’t have any rest spots, cafes, or places for people to exercise. Both parking lots are very dangerous.

You can ask for it to be removed. If you can’t get within range, you can use the Wayfarer Help Chat (on the main site -> Help -> Orange chat box) and they’ll look at it.
Either way, that doesn't make your gas station eligible. Sometimes things get approved that shouldn't have been. But as the old saying goes, "Two wrongs don't make a right." Having "bad" POI approved in the games doesn't mean we should add other bad POI.
Your submissions need to meet one of the three main criteria: A great place to be social, a great place to exercise, a great place to explore. Is the gas station a destination for people to hang out with each other? Is it a destination for exercise? Is there something uniquely interesting about it like an interesting history or cultural relevance? The answer to that is almost certainly no.
As others have said, you can't judge eligibility by what you see in games. Sometimes things were approved under earlier rules. Sometimes they were approved erroneously.
Having said that, it's possible (though not super likely) that there's something at the gas station that qualifies. On road trips I often go to gas stations that have dog parks or a picnic spot, and those could potentially be wayspots.
