Is a nomination for a pokestop inappropriate if it is located at a dog waste station? Personally I thought it was inappropriate because it is an area when people dispose animal feces and would not be a very pleasant or good place to meet with other players.

Are you asking about a nomination for a dog waste station or a nomination at/near a dog waste station?
A nomination for a dog waste station is rarely eligible, but can be if it is the only marker/"placeholder" for a dog park, but usually proper signage exists or the gated entry makes a better Wayspot.
As for being at a dog waste station, as your question is written, I don't see why something that may otherwise meet criteria would be ineligible just for being next to one of these posts.
Part garbage can, part bathroom, dog waste stations meet no criteria whatsoever and should never get approved. The rejection reason should be “other rejection criteria,” unless there is also inappropriate text, unacceptable image, or other applicable rejection reason. “Location inappropriate,” however, is intended for a place with adult-oriented services, such as a liquor store, dispensary, or gentleman’s club.
