Cooldown Activated, but why?

I received this when I was reviewing some nominations. Can someone explain to me what could trigger such a message?

    Most likely you've reviewed too quickly. I try to take at least 30 seconds for each review (most of the time I take more). This is particularly difficult when you have a lot of very obvious 1* rejections in a row. Slow down for those.

    I also feel like once you’ve gotten a cooldown, it’s much easier to trigger a cooldown the next time. So go extra slow the next time.

    I normally get a 1 hour if in great rating or 2 hours in a good rating.

    The 24 hour Cooldown may be indicative of something else?

    I think that message is what you get if you don’t press submit or leave the page so it times out. I’ve had it when I’m distracted from viewing and forget.

    I've never gotten a cooldown (28,700 reviews). I get distracted and let it time out all the time.

    Every web site you visit tracks your behavior on it. How fast do you scroll, where do you pause, what do you click. Wayfarer also uses this common code.

    So, interact with the page. Do a couple things each time, from the many possibilities. Each picture can be clicked to expand. Click the title to invoke a google search. Zoom in and out of the maps. Click wayspots shown below the duplicate map. Switch from streetview to satellite. Click the Google logo at the bottom left of the map, or click a place name on the map, which automatically opens another tab. Type something in the comment. Score each category on its own - varying your stars because different nominations have different strengths.
