German World War II memorial plaques being rejected

Hey there,
the cities of Germany are filled with memorial plaques for buildings that have been destroyed during the second World War. I believe in some regions they make up for almost 1/3 of all POIs that made it into the games that I play. However my latest two appeals have been rejected, not being a duplicate though.
How can that be?
My latest rejection says it got rejected due to it being on a private property and being a bad picture.
As long as it's not a house where only a single family lives, it's okay, right?
You can clearly tell by the Streetview that that's not the case here, I also stated that in the extra information.
This submission took over 1 1/2 half years to get reviewed, only to then get rejected the same day.
To me that's pretty frustrating, maybe you can tell me why exactly it got rejected.

Vielleicht hättest du für das Umgebungsbild einen weiteren Ausschnitt wählen sollen. Wenn nicht gar ein Panorama. Ich würde hier auch nicht erkennen, dass es ein Mehrfamilienhaus ist. Könnte auch tatsächlich der private Vorgarten von irgendwem sein.
Das könnte natürlich sein, auf Streetview ist aber klar zu erkennen, dass es sich nicht um ein Einfamilienhaus handelt.
Dann werde ich es wohl einfach nochmal einreichen.
