Re-submitting rejected Wayspots

I’ve seen a bunch of people talking about/recommending re-submitting rejected Wayspots. Is this against the rules? Or - is it only against the rules if it’s an identical submission to the original one?

Resubmitting is not against the rules, but spamming the same nomination over and over is against the rules. If something gets rejected but you think it meets criteria, you can always post it in the Nomination Improvement section before you attempt to resubmit or appeal it, and people can offer you advice on it.
It's not against the rules to resubmit something that was rejected. In fact, it's often an excellent idea to do so.
However, I strongly recommend taking a step back from it before you resubmit. Start with the basics: Why was it rejected? Does it meet any of the acceptance criteria-- is it a great place to explore, to be social, or to exercise? Does it run afoul of any of the rejection criteria, e.g. being on K-12 school property or not having safe pedestrian access? Did it fail for one of the photo/text rejection reasons like having a recognizable face or license plate in the main photo, a main photo taken from inside a car, emojis or a game-specific reference in the title or description?
If you're convinced that it's a good submission then it's time to start thinking like a reviewer. If you were reviewing this would you be convinced that it met at least one acceptance criterion? Would you think that it failed one of the rejection criteria? Would you be able to confirm the location using street view and/or satellite view? Is the main photo high-quality and ideally visually-appealing? Do the title and description provide an accurate and compelling description of the candidate? Do the supporting photo and text provide reviewers with any additional information that they might need in order to verify the location, understand why this wayspot is valuable to the community? By that I mean the community as a whole, not just that it would be valuable to game players.
If you look at your submission and see something that would trip up reviewers then definitely fix that before resubmitting. If you aren't sure what the problem might be then I recommend posting it to the nomination improvement forum or talking to experienced reviewers elsewhere.
Niantic recommends appealing or resubmitting rejected wayspots if you're convinced your poi is eligeble.
Thank you all so much! I’ve resubmitted a POI I think is eligible. I edited the description and supplemental information, since I think I understand what people are looking for a little better now. And if it gets rejected again, I’ll ask for help!

It's a lot of the knowledge that I've gleaned while reviewing around... 16K submissions at the time I wrote it, now close to 30K.
