Niantic: Can you filter out photoless developer-submitted wayspots?
Palo Alto California is part of my review area, and also an area that I know very well. Over the last couple of weeks I've reviewed a couple of developer-submitted wayspots that had no photo and were clearly test submissions. One even said something like, "This is a test. Don't approve it." Here's the one I just reviewed.
Looking at the nearby wayspots shows that a couple of them have already been approved in the area.
Fortunately neither was visible on the Ingress intel map, and though I haven't gone down there to check presumably they aren't in any other games either. All of the ones I've seen are very close to the intersection of El Camino Real and California Avenue, within a few hundred meters of 37.425236,-122.145733.
There's no reason to waste reviewers' time reviewing things that are (or should be) guaranteed rejections. Is it possible to filter these out so that they never get into the review queue?

Seriously. Of all the things that need to be fixed, this is super low on my list. This is an easy agreement.
This isn't the nominator's doing nor them begging for approval.
A few things, and I think you're combining multiple root cause issues into one:
When submitting through the web version of Lightship, there is (currently) no place to upload Supporting photos or text. The default (null) is set to add "This is a developer submitted wayspot." Currently the App and website access is intended to be accessible to devs, their accounts are (theoretically) linked to the Niantic team to review. If a person using a dev account not properly linked or a non-dev bypasses the blocks, their submissions would go into the general community reviewing pool, which is likely what you see happening in your first screenshot.
For your second set of screenshots, you left out the "duplicate photos" bar, but I suspect what's happening here is an issue where the App (and maybe website, too) double submits a nomination but one of them is blank (defaulting to the null photo visible). In these cases, that photo appears on top. I can usually verify this on the Lightship.
Both are issues that should be addressed. Currently their "fix" was kindly asking people here not to use the Lightship platform if they are not Devs or otherwise requested to do so.
I double checked on Lightship the 2 "live" duplicates and they don't appear to be "duplicate nomination" that I'm referring to, although I do have examples elsewhere to back that up. There's no way to "click to expand" (sorry, blanking on the word) like you can with Ingress Portals so I can't look closer unless you still have the uncropped photo with the duplicate names.
Note that "12341234" shows as "provisional" so it was either not submitted by a Dev or a Dev submitted it and it slipped past Niantic's account check if you're reviewing it.
"Planter Box" was approved and is live. I don't think the is a "hidden" Wayspot photo behind it but I'm not positive.
Notice on this screenshot, there is a double shadow at the bottom of the Wayspot. In this case, the Wayspot is live (in Ingress & PoGO) with a "real" photo. The real POI and the one shown in the screenshot share exact GPS coordinates and the null photo is still marked "provisional."
Wayspots without pictures are OK to Niantic. See 4Square uploads, and Courts of the World.
Niantic should change the app to require fields when nominating.
They simply aren't going to change the Wayfarer process flow. See the 800,942 other things that have been needed for 5 years and have not been done.

There seems to be a WAYSPOT on the field recently that seems to have been submitted by the developer.
They need to be addressed as there are no photos, and some of the wayspots appear to be ineligible.
