Question - accepted waystop not appearing

Hey all. I got back into Go and have been offering my services reviewing stops.
I submit stops I think make the criteria when I see them, but I was wondering if there is a reason why a stop that shows up as "accepted - upgraded" about a month ago still isn't showing in game? There arent any stops very nearby this one, so I was wondering...
Especially since another stop I got accepted a few days ago is now showing up in game.

Can you provide the GPS coordinates of this nomination?
your definition of nearby might not be the one which is used by Niantics iclusion rules
Pokemon GO needs a free S2 Level 17 cell. If you don't know what that means, I could do some explaining but you might as well search on the internet, there are plenty of guides. If this is failed, it will never appear in Pokemon GO, but be used for other games, which will be thanked.
I'm showing it's at M5F7+45 Clemson, SC, USA. I also nominated another one nearby it but it's still in voting ATM.
your nomination can't appear in Pokemon GO due to the cells, I checked and it is blocked by "Brook Center Flyer"
Hmm...would there be a way to alter the space at this time to drag it farther away ? I have been able to edit existing spaces by suggesting new locations when I notice they are on the wrong side of the street, but this one isn't in game so....
@exSKEUsme-PGO I remember reviewing that and believe the pin is already in a correct location. If so, then it shouldn't be moved, and it's likely that any move that would make it visible in PoGo would move it off of the tiger.
Go tigers!
Your wayspot "Tiger Spirit" is a portal in Ingress. It may also be in Peridot or other Niantic games. Sorry to hear it isn't in the game you play.
If it is incorrectly positioned, and should be moved - Use https://wayfarer.nianticlabs.com/new/help chat button bottom right, and attach geotagged pictures or whatever you have to prove that it should be moved.
The only chance would be, if Brook Center Flyer is at the wrong location and you correct it, so it doesn't occupy the same cell.
That's is of course only possible if it's actually wrong, and not just to benifit you.
Hmm...I'll take a look next time I'm out there. I know where the brook statue is and I'm not sure it's in the right spot.
It looks as though Brook Center Flyer was mildly misplaced. Nothing serious, probably just unclear at the time of submitting and approving, but statue is barely visible on Satellite.
Somebody already took the time to handle the location request to Brook Center Flyer. The move should allow Tiger Spirit to sync which, assuming sync happens as normal today, I think is about 1:50pm for the East Coast, or in about 5 hours from now.
Note that this type of activity is not always possible. When Wayspots are in the correct location, Niantic explicitly considers moving around locations to "game" the map to be abuse. Here, you got lucky that Flyer could move in a correct edit, likely done through Support since it was handled seemingly overnight.

In the visual section choose this. Hope that helps.
P.S. This is an extremely outdated database and niantic promised to provide everyone with up to date one sometime in the future.
The source you're using is 3rd party and not at all anything Niantic has promised. The map you linked is often incorrect as it relies on user inputs.
Are you referring to the upcoming Wayfarer app that will allow users full access to the Lightship database? Niantic has never and likely will never reference what you've cited.
If that's Pogomap(dot)info, that map requires manual input from the users.
