Any comments like that on a location edit are trying to influence the reviewer, so it counts as "Abuse" and should be reported.

What's even more surprising is that it's actually shifted to the right and now it's a new position for that portals.

Editing without legitimacy and rationality may be an arbitrary act.

For example, "Corrected to the correct location because the location was wrong" would not be a problem.

If "the position was originally correct, but it was moved to an unrelated position because it was dangerous," there is also the possibility of arbitrary movement.
