If you use PTC to log in, it might be more complex - I know my grandson was originally set up as a child in PTC, with my son controlling his account. Once he reached age 12, my son needed to enable social features for him in the Parent's Portal, but my grandson still to this date does not have the ability to link to a different authentication method, to view or set Online status in game, or to do Wayfarer.
Yes, you need a Google/Facebook account linked to it. I would think over privacy concerns as you're meant to be 13 years old or over to have one of those.
You'll receive a notification when you're eligible and access is made available in your area. At present, players must also have their game account linked to a Facebook or Google account in order to access the Wayfarer website.

I want to be able to do the wayfarer test on iOS but it doesn’t let me and the only options I got is to have a google or Facebook account
@Nxmoose-PGO you're going to need one of those yes. You can link one to your account from Pokemon Go's in-game settings menu.

For Pokémon Go I use PTC with no google or Facebook linked so can’t do wayfarer.
