I believe several of those are Pokémon Go only wayspots that have the Niantic logo on them. If you check the area out on the Wayfarer app, there are less wayspots there than there are gyms, and as the Wayfarer app shows all regular wayspots that are in the database, it must mean that some of those gyms are sponsored/otherwise specially placed. I'm not entirely sure why Niantic went so overboard with them though, it looks like a nightmare to play in as you wouldn't be able to see any spawns and would constantly be tapping the wrong things.
