There is a Gate with Gatekeeper at the entry.

Additional information: the Portal is inaccessible to the Public, need to be an employee or Club member to enter. (Or book a Guides Tour). Really, there is a Gate with a Gatekeeper 24/7 (attached Photo) and there is barbed wire fences with Security patrols (attached Screenshot of Google Maps, you can See the fence)
There is two Others Portals in that compound btw

Might I suggest you book a guides tour? Problem solved.
The Tour ist on demand and two hours. I dont want to waste someones time for that. Plus, you expect me to do this every time a Red Portal is in there blocking with links?
Really, i tried all legal way without bullshitting someones, i cant get in there.
If this get's denied, id really Like to Understand:
- is a Portal non accessible to the Public OK?
- or did i Not give enougb evidence?

Yes, you are correct, portals do not have to be accessible to everyone. As long as some member of the public can safely access it.
Is there any information "publicly" available to Support this Claim?
All Info i can find says otherweise, eg here from the wayfarer Page on acceptance criteria for Portals: Quote 'Must be safe and publicly accessible by pedestrians (indoor or outdoor)'
Or are you saying niantic has a different Definition of "publicly accessible"? Because Cambridge dictionary: Quote: 'publicly adverb (TO EVERYONE)'
Publicly refers to members of the public. That can mean anyone, as we are all members of the public. So therefore, as long as it's safely accessible by some members of the public, then it is considered to have safe pedestrian access. It doesn't matter if the subset of the public that it's available to is fairly limited.

No, publicly literally means to THE Public, which is everyone. Thats the Definition. Publicly accessible means to everyone.
Might be that Niantic deviates from that, but thats what it means. So these acceptance criteria are at the least Not clear.
But there are objections to ne entering the area. I tried. I cant even get in xmp range of that Portal.
Maybe you’re right that the criteria aren’t clear, but that doesn’t change the fact that Niantic has repeatedly and emphatically stated that limited access is not grounds for removal. So I’m sorry you’re just going to have to accept that.
