Soumissions put on hold by niantic

Am I the only one who got soumissions put on hold by niantic for being old and then when I removed the hold some get back in voting and some didn't... is it's because someone else soumission started in the same cell or what? Am I supposed to upgrade them now so they don't end up refused for duplicate because of someone else soumission?

No, this is a measure of them to clear the backlog. you can remove the hold and it will go into some sort of fast or niantic review. They currently take stuff from mid 2021
