Once you're level 37, head over to the Wayfarer website and pass the test. Then in Pokémon Go you can go into the in game settings menu, find the uploads option, and then the new nomination button is in there.
Just be aware, despite the wording, you aren't submitting Pokéstops, you're submitting wayspots that are for Niantic's Lightship database. These may or may not get used in Pokémon Go based on the proximity rule that Pokémon Go uses (look up the S2 cell guide on Pokémon Go Hub for more information on that).
