Successfully appealed portal not appearing

This appeal succeeded but the portal still has not appeared. This doesn't fit any of the other forum categories so I figured I start here.
I did notice that this portal submission's picture has been attached to a different but nearby portal. I'm wondering if that's contributing to this situation? Any suggestions are appreciated!

If the image has been added to a different wayspot, that means it was marked as a duplicate. That wouldn't result in this email though, so that's confusing, unless you tried to submit it on more than one occasion?
Can you provide the coordinates of your submission, and ideally a screenshot of it from your Wayfarer account (use the paperclip icon to upload the image, otherwise it'll go for moderator review).
It was initially rejected as a duplicate which is why I appealed it. The portal is approximately at 40.168900, -75.282015. I also attached a second screen shot of the the nearby portal that has the missing portal's picture attached to it and was initially identified as it's duplicate.

Right, I've found them on the Wayfarer app.
Each game has a proximity rule that determines whether a new wayspot will be able to be synced into that game.
In Ingress, a new wayspot needs to be at least 20 metres from an existing Portal to be able to become a Portal itself. This is definitely within 20 metres of the other sign, so that's why it isn't live in Ingress.
Additionally, in Pokémon Go there's a limit of one Pokéstop or Gym per level 17 S2 cell (there are guides about how Pokémon Go uses S2 cells if you search online) and these two objects are in the same cell, so only one of them can be in Pokémon Go.
It may get used in other games or products.
Hmm - didn't know about that proximity rule. I've definitely seen portals closer together than that many times. However, if that's the rule, it now makes sense why it didn't show up. Thanks for your time and effort!
