Here's what I believe the reviewers thought about this one. First the rejection reasons:
Private property: if you only look at the photo (and some reviewers do, and quickly move on) it COULD be a big house with their own swimming pool.
Inappropriate location: Maybe it's tied to the 'private property'-reason. It is remarkable, however, that this reason keeps popping up lately (there are several forum threads about this).For now, it's best to ignore this as it doesn't seem true in this case
Orientation: A strange reason as well, it refers to the photograph. Maybe reviewers think it should be portrait (the system accepts both, but since the games are played on mobile phones it's best to use portrait orientation).
Here's what I would change:
To avoid the notion that this is private property (it seems to be a sports complex judging by the tennis courts) I would try and look for a clear entrance or better yet, a sign with the name of the sports complex.
Don't photograph the entire swimming pool. I see a sign at the bottom part of the photo.. with the olympic-like ring symbols. Can you use that? Again, maybe use the sports complex itself?
Don't say "Summer swimming pool" in your description. If that is true, it would have to be rejected as being seasonal/temporary. As I said, I'd forget about the pool and use the sports complex itself. Put in some small pieces of information in your description, like the year it was built.
On Maps, it seems the complex is called "Club Deportivo y Social Orcelis". It must have an official entrance to the tennis courts and pool, can you use THAT or a sign as a GPS anchor point? The reviewers will see it on Maps and give you an extra location verification opportunity.
Use portrait orientation for the photo, whatever you're going to photograph.
Use the supplementary information to tell the reviewers the name of the complex, maybe how long it exists, maybe any notable sports teams who train there, any notable stories about it?
The sports complex / social club is a very good nomination, it should come through when you re-try it. But if you focus on ONE swimming pool or tennis court or bar, or whatever inside it, it is more difficult.

The club logo, I would have unobstructed. Apply an Upgrade or Appeal otherwise.
@SethMizudori-PGO On the account of the description ("summer swimming pool") alone it would have to be 1*.
