Upgraded nomination stuck in voting for a week

I've never had this happen before. When I upgrade a nomination, I normally receive a decision email in a few hours. I upgraded a nomination and it's been in voting for a week. I'm not in an area where things take longer than a day or two, even if I don't upgrade something it usually stays in voting 2 days at the most. Does anyone know what might be causing this?

Has it been picked to be decided upon by Niantic by any chance - the little Niantic symbol next to in voting?
Was the POI anything unusual that might have caused a split vote not enough to accept not enough to reject.
No, it hasn't gone into Niantic voting. It is a mermaid statue ..and her breasts are visable. I was told by multiple people that their are nude art waypoints as paintings a statues and that it was eligible lol maybe that's the problem.
I had the same happen to me a while back. It eventually took a month to resolve with an upgrade. I also got that nomination (my own) in voting, which shouldn't happen.
@RubyandSamsMama-PGO The statue having those parts visible isn't the problem.
@Hosette-ING what do you think the problem is?
@RubyandSamsMama-PGO Is it in Niantic voting (i.e. does it have a Niantic logo on it in Wayfarer)? If not, it may just be an oddity.
There's been suspicion for a while that nominations flagged for abuse may get held up in the process until Niantic finds them and decides what to do with it.
It's possible this happened to you but I don't know how anyone of us could verify it and prove it.
While considered art, it is possible somebody mat have thought "not appropriate for inclusion in the game map" and flagged it, or even the submission process used an illicit check and see it aside.

I had one like that just now. Usually it's between two days to resolve an upgraded nomination but last one had been struck since a week. It's a painted mural art with ballet dancing feet.
