Is there a way to push niantic to have thw stop on the gane it was submitted through?
When you submit, despite the text in game that suggests you're submitting a new Pokéstop, you're not. You're actually submitting a new wayspot for the Niantic Lightship database that has the potential to become a Pokéstop, but as your acceptance email states, not all wayspots are eligible to appear in all Niantic games.
Each game has a proximity rule that determines whether a new wayspot can or cannot go live in that game. Your wayspot is eligible to appear in Ingress as it's more than 20 metres from the nearest Portal, but isn't eligible for Pokémon Go due to it being in the same level 17 S2 cell as Manuel Fresquez.
@HankWolfman-PGO how much further would we have to be?
There's not much you can do about it if everything is already in the right position. Each level 17 S2 cell is limited to one Pokéstop or Gym. If there's already something in Pokémon Go in that cell and both things are in the correct positions, you can't do anything about it.
