submission map in Ingress on Android is impossible to move with any precision after latest update

The submission map is so wildly slow/unresponsive now that if you want to move your submission location more than like 50 feet, it is basically impossible. This was already happening before the latest update, but it would temporarily fixed if you cleared all the app data. Now even this workaround no longer works.
