Nomination stuck in queue after being upgraded

I recently submitted a new wayspot and put it on upgrade next. A few hours after that I received a new upgrade and manually put it on that new wayspot because the upgrade next did not do it. The nomination is now stuck on the status "in queue" and does not progress to "in voting" after a few days eventhough it is showing "upgraded". Usually my nominations would enter "in voting" basically immediately and get decided on within half a day after being upgraded. The upgrade is definitely used because it shows 0 available upgrades on my profile. Did I somehow waste the upgrade or is it just bugged?

I think they do this intentionally to give you time to edit the nomination (if needed).

I would give more time. There is a random amount of time as @29andCounting-PGO says between submission when it as in queue and it moving on to in voting. It can be a week to 10 days. Once it is eligible to be at in voting status the upgrade should applied straightaway and you should get a quick result.
