Reviewing photo submissions - new vs old photos

So I'm a bit stumped when it comes to reviewing photo submissions and being asked to mark ineligible photos.

I've often seen ones where there is a photo of the original/previous POI, but then a more recent photo of it, sometimes drastically changed (eg a more modern sign, or a mural which has been changed).

Should I be marking the earlier photos as not meeting the criteria any more (as it technically is no longer a picture of what is there now), or allowing it (as it previously met criteria at the time of the original nomination)?

I'm hoping to have some consistency here about poi photos and what they represent.

I too struggle with the photos at times. Sometimes it is clear that some photos are high quality and some are not (blurry, too dark, don’t center the object and contain too much miscellaneous stuff, partially obscured, etc). But sometimes there are decent pics but of things that don’t meet any eligibility criteria. What to do then?

Yeah it is a bit confusing. I'm not sure if it's the right call, but I typically mark as all meeting criteria since there is an in game voting system to weed out the old photos.
