How should we go about polictics-related wayspot nominations?

I have to review a *similar* wayspot. I'll use Obama as an example, since he's worldwide known.
Imagine there's a big wall with "OBAMA" written in it, with black, bold letters. (not "I hate Obama" nor "i love Obama", just "OBAMA"), and on top of the last "A" on "OBAMA" theres a drawing of a bald eagle.
Someone took a shot of JUST the bald eagle and sent as a contribuition, but looking on maps, its impossible to not notice the genormous "OBAMA" under it.
How should I go about contributions like these? Are they eligible? Should they have pictured the full art with "OBAMA" in it? Or can/should we ignore it?

If so, and it doesn't meet any rejection criteria, politics shouldn't come in to it. (I don't think a past past president still counts under politics myself either)
