Thank you NHS benches and Royal British Legion benches

Does the inscription "Thank you NHS and keyworkers" make a bench eligible? It's not a famous person's memorial bench but the COVID pandemic is a famous event being referenced. Are the royal british legion benches with soldier silhouettes as a backrest eligible?
I'm erring on the side of no for "Thank you NHS workers" is a common wellwishing sentiment and NHS workers are mostly not famous people. I'm also erring on the side of rejection for royal british legion benches because such benches can be found in many large graveyards and cemeteries through the UK and are not works of art per se, rather a branded royal british legion product.

I don't really see any wayspot value in the NHS benches.
That being said, the RBL benches do tend to have different designs on them. They have artistic merit, and in some respects they may also meet the same exploration criteria as a war memorial.
