This was likely just a bird bath being sold by the feed and garden store. I walked around the place and couldn't find a matching bird bath. Supporting photos show other birdbaths with price tags on them proving it was likely temporary in the first place. I also got a close up of the only birdbath in the area similar to the photo to show it's not one with frogs. Hopefully this is enough to reconsider. If you need more information please let me know and I will get pictures of anything else I can.
