The only options to justify removal here seem to be related to safety and ownership of land. There are other reasons something should be removed, such as it is fake or no longer there.
Regarding upgrades, after the initial batch were resolved I was again able to upgrade in a regular fashion, however now things have ground to a halt once more. For instance:

Hi Aaron, is that right? It would seem odd to direct Ingress Agents/Pikmin Bloom players who have an issue with an invalid Portal/Flower to a form that is linked to Pokémon GO.
The links for reporting locations in each App can be found on the support page of that app. Here are the links for Ingress and Pikmin Bloom respectively:
@NianticAaron I have two upgraded stops that are stuck in voting and have been for a little while. Rosetta Rd, Maxwell, TX 78656, USA & 5998 Camino Real, Maxwell, TX 78656, USA. Can you help me out?
Quick update: The nomination mentioned above was approved a couple of hours ago. So this took approximately 9 days to get a resolution, which is 7-8 days longer than it would normally take when I upgrade a nomination in my area.
With that said, can we please get more options listed under 'Type of Location' and 'Reason for Removal Request'? What is currently on there definitely doesn't cover everything, especially to what we can report with the Help Chat. Thanks :)
They broke something in a significant way and have done little to fix it, and are now failing to even communicate.
I've entirely lost interest in reviewing or nominating until this is resolved. It takes several hours of reviewing to earn a single upgrade. If the upgrades do nothing, it's a thankless waste of time to review.
Niantic can and should do better. One thing they could easily do is offer replacement upgrades to those of us affected.
At the end of last week the wayfarer team thought they had put a fix in place (There was a post in known issues). However the useful feedback here has shown that this is not working and yesterday the continued with trying to solve this.
The team is well aware of the frustration this is causing.
I personally recommend having the auto upgrade toggle set to off and to allow upgrades to accumulate whilst waiting for a fix.
So hold up just a sec here. They "fixed" this a while ago, left it without doing nothing, when clearly it wasn't working, and now are back to "fixing" it again? Help me try to make sense here, because you've lost me completely there. Or are they doing what niantic always does when they mess up with their Soon™ and LetsIgnoreTheCommunity™ ?
Hello, i have an upgraded nomination in queue with the status upgraded/in voting for over a year now. And another in voting for just over 6 months It bought upgrade meant that it would be rejected/accepted rather quickly. Anyway I can get help w/ this pls - thanks in advance
Same — Upgraded a nom already in voting ~2 weeks ago.
Spots I submitted after upgrading that one have successfully gone through the entire standard cycle, and have been decided for ~3 days now.
Yet, the upgraded spot is still in voting.
This is far worse than simply wasting our hard earned upgrades, as each loss is accompanied by suppression which exceeds even that of the standard queue & decision process.
what was the reasoning behind the changes that broke upgrades? are some upgrades being prioritized over others? unintended consequence of fixing something else?
Same, I have 3 upgraded nominations, two of them going on 2 months. I’ve tried to get in contact with someone from Niantic but I haven’t gotten a reply at all
This what I am curious about. If they made a change why can’t the roll it back? What positive effect could it have possibly made that balances out the negative?
I don’t know what happened to cause the system to go wrong. And my computing expertise is at the switch it off and on level.
But I can see from all the reports that whatever is wrong is inconsistent- which whatever you’re dealing with it means finding the root cause and therefore working out a fix is tricky.
I do know the WayfarerTeam are working hard to resolve it, as it is in no one’s interest not to get this sorted as soon as possible.
@ACoonerMatata-PGO I am very critical of Niantic when it is warranted. And there is nothing wrong with well argued criticism. It’s understandable that you feel annoyed at the situation, but it is not helpful to make posts like this. Not only are Wayfinders frustrated by this situation but the Niantic staff are too. Your sentence does nothing to help a resolution come any quicker. The ambassador team are liaising to help in any way we can to get it sorted.
I know it’s been an issue for awhile and that the wayfarer team thought they had a solution last week but there is nothing that can be done until the engineers can sort it out it, we just have to wait.
Tell the team whatever they did 1.5hrs ago worked. Ive had four accepted and nine hit voting since then. They were all around 2-4 weeks old and all upgraded.

I have a stuck upgraded nomination from 05/05:
"Jeffco Bike Route at Kentucky"
It has been stuck without resolution for nearly a month.
The location is Lakewood Colorado.
@NianticAaron could someone please assist getting this moved forward?

I think the Global Challenge is slowing regular nominations down including upgraded ones. Makes sense if everyone is being redirected

the spain global review challenge began on may 24th.
this thread was created on may 10th, and accrued 4+ pages of comments dated prior to may 24th.
this bug is in no way related to the recent global review challenge.
It's about time we had that update or are they brushing this under the carpet? Upgraded nominations sitting in queues for weeks now.
I've got one pushing 6 weeks.
They broke something in a significant way and have done little to fix it, and are now failing to even communicate.

I've had one that I think is nearly 2 weeks sat with an upgrade on (it was in voting when I upgraded). Hopefully we get a fix soon!

Niantic are shitty and do not care for the people doing there work for them.

Last hour and a half.
That’s really helpful to know.👍
You had 13 upgraded nominations all in limbo at once?
