Bridge handrail mural... Decline with "Pedestrian Access"

So bridge murals, mainly declined with "Pedestrian Access". Said bridges has murals installed on the handrails of a sidewalk on a rail overpass. The one that got approved probably due to the mural being more special imo. My photos clearly illustrate a sidewalk. I assume the reviewer majority decline due to not a safe place to drive and access the waypoint. Is Niantic measures that inadequate to mitigate against vehicular play style? The intention is to Appeal, but with the small allowance and ample options for eligible Decline material, where I am getting 1/10 eligible approved. My soul is being sucked dry with decline options being used incorrectly.

Your last photo shows that the so-called sidewalk abruptly ends with the bridge. So I will need access to the street view to see if a pedestrian pathway does extend past the bridge.
My impression is that it is lines of bright light not the end of the pavement, but it illustrates how different people can have different impressions. For this 3rd one I think it’s the high angle view that has triggered the low quality photo reject. So a better angle to show the mural more clearly and then the high angle view to show setting and clear pedestrian access ( and describe this in supplementary) is the best combination.
I think that’s probably what happened in first one which at first look you can’t see the pavement.
So i think improvements in the pictures to present a good main picture and a supplementary that helps address questions a reviewer may have.
There is a street view and environmental photo. That was not presented. That said new variants has Location Sensitive as decline reasoning.
The new nomination’s main photo was aligned with approved variations, then Appealed. Successful re-nominations comes with months. So Appeal works, Appeal que enlarged due to stingy declines.
