Can't start create nomination for new Ingress portal

It requires email etc (image attached) - I even changed it (to one in profile), but nothing happened.
Phone Doogee S89Pro, Android 12 (I guess I proposed some new portals with him)

Have you cleared the Wayfarer entry test?
Please let me clarify how could I try that?
Also I guess I don't need to be the Wayfarer to nominate portals, only to review, that I never did.
