You're not submitting a Pokéstop. You're submitting a wayspot for Niantic's database. This may or may not then get used in Niantic's various games depending on whether it meets the proximity requirements for a specific game or not.
Look up Pokémon Go Hub's guide on how Pokémon Go uses level 17 S2 cells. Your nomination is likely in a level 17 S2 cell that already contains a Pokéstop or Gym, and that's why it won't show up.
