We'll probably have to have a long tail of people who don't hit 500 because I suspect there fully isn't enough to go around.
I'm sorry, I might be missing something, but where did you get the data of the 12k reviewers? Seems a little far-fetched to me, according to the 4,654 total participants of the last challenge. And I don't really think most participants would try to reach the 500 reviews.
tintino posted stats for progress so far. The loot does look nicer than what I remember of the indonesia challenge, which probably goes a ways towards making more people want to join.

The upgrades are not much of a reward, it would be easier and quicker to walk to hatch 2 incubators worth of eggs and wait until after the challenge is finished to get 5 upgrades from UK reviewing.
I don't mind helping to clear the Spanish backlog but the whole reviewing system is slow and clunky at the moment with only 50% or less being from Spain.
I've actually had a lazy weekend. I'm opening Wayfarer to review between mewtoo raids, during commercials on TV, and while waiting for dinner to cook. I've managed around 1600 total reviews in the 10 or 15 minute shots at a time. Well Friday I reviewed hard, I have no clue how many are Spain, but I figure I'm around 500 Spain now. It hasn't been terrible by any means.

I believe the range of submissions we'll eventually need in order for it to be literally possible for every participant to hit 500 is more in the 500k range. I don't know that the entirety of spain has actually submitted half a million waypoints. At the same time though, I do expect the bar to be lower because for anything there usually is a long tail of people who don't go for the highest tier. We're about halfway through and the thing says we're at 32k right now, so when we're done we'll have gone through enough to give what I estimate about 1/10 of participants the third tier of loot. Higher if niantic changes something to make spanish submissions show up more and our pace can accelerate.
Although, if there exists a scenario in which a change niantic makes makes the challenge end with more spanish submissions reviewed, that comes with the corollary implication that the difference in submissions reviewed would have gone unprocessed by the end of the global challlenge if niantic hadn't made the change, but if we finish the challenge with the system as it is currently and finish with all the spanish submissions processed then there wouldn't be any surplus submissions that would be additionally processed if niantic made changes to make spanish submissions more common. Actually, if we go from the premise that the spanish submissions are finite and lower in number than what is needed to give everyone the 500 milestone, we clearly would have enough to just wipe out the backlog. What would we do for the rest of the challenge if we actually wiped out all the spanish challenge reviews early and there just wasn't any left for the remaining 7 days?
Yes plenty from Santa Cruz de Tenerife and surroundings plus some extra from GC and other islands.
As I remember from my visits the backlog there is way smaller than on mainland or Balearic islands since my submissions usually got reviewed in 2-3 weeks.
It is interesting that our experience is so similar. I have no interest in the community rewards - I can’t collect them as PTC login doesn’t allow use of the codes. So the only incentive for me is an upgrade and 1 upgrade is not worth this hassle. I do enjoy looking at the Spain submissions. The mix of good and bad has been fairly normal for me. The virtual tourism is fun and I love the creative graffiti. If you visited as an actual tourist ( it’s generally too hot for me) you would only see a fraction of interesting things compared to what I have encountered.
I still have 24 in queue and 26 in voting, submitted from Jan 2022 up to few months ago, and just got "Good job, come again later!" message for few minutes while reviewing. 👀

I am having difficulty in getting reviews done so understand that issue well.
