This is not residential. It’s at my office. I don’t know why they assign me places in California to review, most descriptions are in Spanish, I can’t even understand what I’m voting on hoping the description is accurate and clean. But if anyone in my area saw this nomination - they would know it’s not residential.. I’m kinda over reviewing California nominations- I’m in TEXAS :)

Your review area is a large cell, and if nominations are upgraded, they can even come from outside this large cell.
If you get foreign language nominations, Niantic expect you to use a translation service such as Google Translate to review them as you would any other nomination.
As for your nomination being rejected, you should post screenshots of it in the Nomination Improvements section of the forum. You'll want to show more than you have done. Screenshot the title, description, primary and supporting images, rejection reasons, and the location may also be useful if you're willing to share it. From what I can see in that one screenshot you have shared though, your description reads as if it isn't a complete sentence, which might have hurt your chances a bit.
Oh Hank! You’re probably right! I was so excited to finally be able to nominate POKESTOP’s I may have rushed through it. Here is the link to the nomination and the location.
