The hall may be permanent, but you're not nominating the hall, you're nominating the flagpoles, which are ineligible as they don't promote exercise, exploration or socialising, and that's why you got the correct rejection reason of "other rejection criteria".
I'm guessing the "temporary" is because the flags can be easily removed and probably are removed on a daily bases. (Federal law requires the US flag to be lowered at dusk unless it is under a spotlight.) But the flags and flag poles are simply not eligible because they do not meet the eligibility criteria. The tribal hall, on the other hand, would make a good candidate if you describe its function as a social gathering space.
It looks a great place and there is a lot of scope as it has a lot of interesting features……just not the flagpoles.
These seem to be a bit bias at times....I nominated a spot that they deemed Temporary and rejected, a week later they approved someone's nomination for the "EXACT SAME SPOT".............
flag poles don't normally meet the criteria unless they have a memorial at the bottom of it. but the building might meet the criteria do some research on it
