Rejected message about non-existent waypoint?

Why da heck, nianic rejects a reportet waypoint, that no longer exists? There was a spring, that now its gone after remodeling the hole area. So what could be a reason to reject this message?

Sometimes I wonder what Niantic does when reviewing reports from players? Do they actually do the same investigation as us when reviewing contributions?

I totally get that. Myself have made an appeal as it's pretty obvious through updated maps, street view and satellite the waypoint doesn't exist. I was just wondering if they even check it, or if it's just a computer, accepting/rejecting.
But, I do see that there are appeals which might have other intentions for some reason.
I honestly like that a bit of sleuthing from our side of the counter is needed to remove most non-fake wayspots. There are cases where street view and maps are enough to prove the removals and it is frustrating to get evidence for those but a bar to clear from false positives via other proof is good precaution on their part. Otherwise, a refurbishing caught in street view can be exaggerated into complete removals and shenanigans will ensue.
We don't know how this bar works (and there are holes in this process) but better to let out all proof on the table when making an appeal.
