Help Would be appreciated-Penguin Waste Bin

In our downtown historic district as a way to revitalize downtown amd encourage the love and diversity of art/artist and encourage exploring downtown one of the original additions to downtown many years ago they had installed special waste bins both made of some type of cement only 2 in all of the downtown were painted as a way to make it a nicer display and to make them stand out over the flower and display piece. One side of the street is a world day trash can the other is this penguin and on the other side I happened to realize it has a bee. Now i original submitted and the location glitches I posted about it and resubmitted it. Now it was denied as a temporary display. It's been there for years. I'm sure I can most likely find more information that may help but anytime I write too much those ones are often rejected immediately even if it's relevant. I'm just not sure if it's worth pursuing again but at the same time I do. It's a nice creative painting by local artists. I've attached both rejections. Any help is appreciated. I love this community even when I get more aggressive comments because alot of times they're still helpful and I get its frustrating especially with so many submissions that are not eligible or fake. So I appreciate the help.

    I think this is an uphill battle, my friend. I Googled Torrington CT painted waste bin and many variations - found no hits about this beautification project. Most cities that do art projects like this make some kind of news release about it. It takes city funds and they want the citizens to know where the money is going. And, TBH, this painting doesn't have a finished look to me. My city does a lot of artist beautification like this - the projects are very clearly done by professional artists. I think what this is missing to look "official" to me is some kind of glaze to finish off the work. This paint looks like it's going to wear off after a few summers of glaring sun and a few winters of salted streets.

    But if you can find a link to a source proving that this is official, I'd read through that and see what it has to say about the project.

    If you do resubmit I would leave out the trash can part in the title. It’s not needed and will instantly make some press reject.
