Upgraded a Wayspot but is still stuck in queue

My upgraded Wayspot is till in queue for 3 days now. Is that normal ?

This is a Known Issue. Niantic promised updates on this, but we haven't heard an update in a week unfortunately: https://community.wayfarer.nianticlabs.com/discussion/43138/upgrade-issues
Hopefully this is fixed shortly, many people have Upgrades which have been going for almost one month without making it into voting.
