It is now the second time that I am reporting a fountain that no longer exists, which was dismantled in the course of renovation work. I reported this as "no longer available" and this message is always rejected.
A new Pokestop I report, always gets rejected even though it exists and is within policy.

How are you reporting it? It’s worth including some geotagged photos or location pins in your report.
You can appeal these decisions with additional context.
What evidence are you providing that shows that the fountain has been removed? If you are reporting it through the game app, then the only evidence Niantic has on hand is Google Maps, which can be outdated. Remember that Niantic will not remove a Wayspot just on a report alone. They will examine any available evidence and if it doesn't confirm the report, they will reject the report.
From my experience, about 90% of the time when I report an invalid wayspot from within the game app it gets rejected, which is good because I can appeal it on here with additional evidence and it gets removed within a few days. These days we have wayfarer support chat which is pretty good but previously it was pretty much cross fingers and hope for a rejection which usually came relatively fast. I've had a few invalid reports that were accepted from when I submitted it in game but took months and months for the acceptance to come through.
I've just had a really obvious duplicate report get rejected from in-game report, which I was quite happy about because I appealed it on here and the wayspot was removed 3 days later.
