The upgrade progress in profile is incorrect

Right now I have 52 agreements in my profile, but a progress till next upgrade of 58%. In documentation it says that I need 100 agreements until upgrade, which leads to exactly 1% per agreement.
Comments
Agreements from edits you've reviewed do count to progress meter, although there is no way to view how many agreements from edits without a browser plugin.
I see, then documentation should be updated (which actually says that changes do not count for progress)
