Getting a time-out before actually getting to review something.

When I wanted to start reviewing today, before I even got to rate I got the message "come back tomorrow" and I was thrown into a 24 hour cooldown. This is not the first time this happened to me and it seems really odd.
I did some reviews earlier today, but it was around or under 5 reviews just today. I did had many reviews today I didn't feel comfortable enough to review (they were reject according to the guidelines, but since our community approves them, rejecting them would cost me points) so I clicked away. I keep getting more like these by the day (for example direction signs for cars) and it took me a lot of efford to climb out of poor by skipping these kind of submits.
But altogether I don't understand why I got a cooldown before even actually getting to review a submit with a very small submit history today and the past days. Is this a known issue and sometimes that can be looked into?

It's because you're starting the review and leaving it. You get 3 or 4 skips per day which you can use to skip nominations, but if you leave any to time out because you've used all your skips and don't feel comfortable reviewing those nominations, that's why you get hit with this cool down.
What I suggest doing is that when you're reviewing, count the number of skips you're using. After you use your third skip, complete the next nomination and then select "submit and finish reviewing". Then don't go back to reviewing until the following day.
For this reason I decided to stop using the skip button altogether and just tap out, making it less easy to skip too much daily.
