Is a rest stop an eligible submission?

My rating has dropped down into the red so I no longer trust my judgement anymore. Would the above "rest stop be eligible" Normally, I would give it 1 star as it is not interesting, it does not compare to a library or a church or a park trail.

I'd classify that as invalid - neither generic benches or bins are valid. Stick a pergola above it though... :-)

Rest stops do not meet criteria on their own. The criteria also states that common features—such as benches, picnic tables, trash cans, drinking fountains, etc.—are not eligible unless there is something specifically significant about them.
