Can not Upgrade for old "in-voting" items

I can use my Upgrade Button, but then it hangs in the grey state, and I am forced to Cancel.
Then this is my stuck nominations after the Upgrade attempts

This behavior was the original behavior as highlighted to @SeaprincessHNB-PGO which is back in affect now.
I am getting the same error “Unable to upgrade. (E2)” when trying to upgrade in voting POIs.
