Does not allow to pass the test. Two months have passed since the last attempt and I’m still not allowed to pass the test.

Have you take the test once or twice? You only get two chances to pass the test. If you fail both times, you will not be permitted to take the test again.
This is also happening to me. I only took the test once. Now the START TEST button is still disabled even after more thatn 30 days from my first try.
