How should you rate places for community gathering?

I've seen many community gathering place, such as community hall ("Balai Warga" in Indonesia), multipurpose building ("Gedung Serbaguna" in Indonesia), and many others were nominated. Their main purpose is as public gathering place for many people, mainly for meeting, wedding party, and more. In some cases, this places are related to business (well, you need to rent a room to held a wedding party, as an example).
However, many submitters didn't really explain those places even further, while some of them just pleading reviewers to give it 5* (again, over and over), just like this one. Below is a meeting hall ("Gedung Pertemuan" in Indonesia) used for locals, with no further explanation and asking reviewers to give it 5*.
How would you rate any community gathering place like that, especially its historical/cultural value, regardless how submitters explain them (or not explain at all)?

If it’s a gathering place, i usually rate the cultural/historical rating high (4-5*) since it has cultural relevance to the local area (being a social/community hub). And then I rate the other ratings like usual.
Is it a public run community space? Or is it a function venue (that could fall under generic business)?

For Balai Warga and similiar structure, it's usually located in residential area and was built by local community. It's usually used as gathering place and everyone can use it, from low activities like hang out to formal activities like community meeting. My friend has submitted one of this and getting accepted, although most of you would think the building isn't unique:
For multipurpose building and similiar structure, it's mostly located in commercial area, and serves for wider activities like formal meeting (usually used by government), gathering party, wedding party, birthday party, and many more. To held activities like that, you need to rent a room (of course for its maintenance). This kind of bulding is run by either a foundation or a group of community, or a business. For the ones that run by business, I would mark it as generic business (unless if the submitter would give some explanation there, which is usually not). Not sure for the ones that run by community, though.
