My accepted photos

I'm sorry if this topic has been asked before. I tried scrolling through to see if I could find anything like it, but there is just so much...it's impossible to locate anything.
I submitted two photos for Pokestops. Both were accepted. Both have been added to the Pokestops, but even though I "Liked" them and added the thumbs up to the new pictures (and removed thumb from original picture) the new picture still doesn't show as the pokestop picture. How/when does that become an option, please? Thanks!

The 👍 on the photos in Ingress also counts and the figures are combined (I think). Check the Portal on Ingress to see, the main photo will likely have more 👍 so the Pokémon GO one won’t change.
If one of your local poi has a picture of a rubbish bin in it and you took another, because the bin one is extremely annoying, which then went through but the old remains because of 7 Ingress votes....
What is the best way to convince Ingress players to change their vote?
Bribery? Kidnapping? Putting a Pokémon mural outside their homes?
You could share the Ingress link to any Agents who want a better photo on the Portal.
There’s also an issue that some Ingress players will have retired or semi-retired (they play the large events but nothing else) so that 👍 is there for good.
Is this still the case? Since I've got a playground over here that has different main images on Pokemon Go and ingress. In earlier days, Ingress votes was important to determine which photo appeared, and which waypoint became a gym (or pokestop). But didn't they separated that later on?
For the topcistarter: you could also try to convince other pokemon players to vote on the portal for the best photo.
I am not 100% sure so someone feel free to correct me. I believe it was separated, but that the 👍 on Ingress Portals at time of separation still count.
Just taking a nearby Wayspot as an example.
On Ingress, the most 👍 photo has 6 👍 and 3 👍 on Pokémon GO - This is the main Portal photo
On Pokémon GO, the photo is different. This is the original photo and this one has 2 👍 on Pokémon GO and 2 👍 on Ingress for a total of 4. The Ingress main image only has 3 👍 on Pokémon GO, so doesn’t beat the total score of 4 combined to be the main Pokémon GO image as those Ingress thumbs were already there at time of separation, where the new Ingress thumbs (to total to six as originally mentioned) were added after so do not count
Again, may be totally wrong. Someone feel free to step in and say otherwise.
In my case:
The ingress main photo has 3 votes in Ingress, 0 in Pokemon Go. Photo was added 4 years ago.
The Pokemon go main photo has 0 votes in ingress, 2 votes in Pokemon go. Photo was added 6 months ago
I can't however determine what the amount was at time of separation, but only guess on the votes later on.
So I'm afraid it either a black box, or a sync issue.

It's an unfortunate set-up that can make it tricky to work around if you don't have the PGO numbers to bump off an image with many prior ING upvotes, but I found this explained it well:
I have an example where the wayspot has three photos. Photos A and B have a ton of votes in Ingress and the third, original, photo (C) has many fewer. Photo A has something like 6 votes in PoGo and B and C have none. C still remains the PoGo photo despite all of this. I don't think photos A and B were there two years ago when Lightship came online, and regardless, neither is the PoGo photo. So sometimes it can be extremely hard to get the PoGo photo to budge.
Has the photo now changed?
I won't be able to tell for a couple of weeks.
